Petitioners: EAS Sarma and Association for Democratic Reforms (ADR)

Respondents: Union of India (Respondent 1) and ECI (Respondent 2), INC (Respondent 3) and BJP (Respondent 4)

New Delhi, March. 28 -- In a landmark judgment, Delhi High Court today held major National political parties BJP and Congress guilty of taking foreign funding and violating the provisions of FCRA and directed the Ministry of Home Affairs (MHA) and Election Commission of India (ECI) to take action against the two parties within six months.

The Bench comprising Justice Pradeep Nandrajog and Justice Jayant Nath has observed that these political parties have taken donations from Vedanta Resources, registered in England and Wales, and its subsidiaries. The Bench also rejected the stand taken by Ministry of Home Affairs which said that FCRA has not been violated. The judgement draws attention to the donations made to INC and BJP for the period up to the year 2009.
Sterlite, Sesa Goa, Public and Political Awareness Trust and Vedanta The Madras Aluminium Co Ltd are all held by the same corporate entity and were found guilty. They have also received mining rights and large tracts of land from the government. It needs to be investigated whether these illegal donations are linked to these business deals.

Dow Chemical Company, which now owns Union Carbide Corporation responsible for the Bhopal Gas Tragedy, was also found guilty.

The judgement was announced on a petition filed in public interest by Mr. EAS Sarma, Former Secy, Govt of India, and Association for Democratic Reforms (ADR) in Delhi High Court in January 2013. The petitioners asserted that there is a blatant violation of the Foreign Contribution (Regulation) Act, 1976 FCRA) by the two major National political parties INC and BJP. The petitioners have welcomed the judgement.

After 10 hearings, the judgement was reserved on February 28, 2014 and it was delivered on March 28, 2014.

The allegations were based on the annual reports of Vedanta and its subsidiaries M/s Sterlite Industries India Ltd. and M/s Sesa Goa Ltd wherein they declared donations of several crores of rupees to INC and BJP.

Section 4(1)(e) of FCRA, 1976 and Section 3 of FCRA, 2010 categorically prohibit any financial contribution from any foreign source or company to a political party registered in India. Violation of the same is a serious criminal offence. Section 29(b) of the Representation of People Act, 1951 also prohibits political parties from taking donations from Government Companies and from a foreign source. Besides, Section 293A of Company Act, 1956 states that any company found to have made such a donation will be penalized three times the amount contributed to the political party, along with imprisonment of the authorizing officer of up to 3 years.

Pronouncing the judgement, the Bench observed in para 73 of the judgement “…We have no hesitation in arriving at the view that prima-facie the acts of the respondents inter-se, as highlighted in the present petition, clearly fall foul of the ban imposed under the Foreign Contribution (Regulation) Act, 1976 as the donations accepted by the political parties from Sterlite and Sesa accrue from Foreign Sources within the meaning of law.”
The court has issued two directions in para 74 of the judgement:
·         The first direction would concern the donations made by State Trading Corporation of India and Metals and Minerals Corporation of India to INC in respect of the donations made to National Students Union of India (NSUI). Both MHA and ECI have been directed to investigate the matter to find out whether the same is a “stray incident and possibly a mistake or otherwise.”
·         The second direction would concern the donations made to political parties by not only Sterlite and Sesa but other similarly situated companies/corporations. Both MHA and ECI have been asked to “relook and reappraise” the receipts of the political parties and identify foreign contributions received by foreign sources.

India’s forex reserves near $300 billion mark 

Continuing to rally for the fourth straight week, India’s foreign exchange reserves swelled by 1.35 billion dollar to 298.64 billion dollar for the week ended 21st of this month. A RBI press release in Mumbai has said that foreign currency assets, a major part of the overall reserves, increased by 1.58 billion dollar to 271.40 billion dollar in the reporting week.

Thai opposition protesters stage mass rally
Tens of thousands of Thai opposition protesters marched through Bangkok on Saturday calling for the resignation of Prime Minister Yingluck Shinawatra, who faces a possible ban from politics for alleged negligence. 
The new show of strength by the anti-government movement came on the eve of elections for the upper house of parliament, whose members could decide Yingluck’s fate. 
“I have come out to preserve democracy,” said protester Jirapa Tantingarmkasem, who joined the march from the rally base in Lumpini Park to the city’s Royal Plaza. 
“I ask everyone to come out to protest. Fight! Fight!” Hundreds of demonstrators also swarmed into the grounds of the government headquarters, which have not been used by Yingluck’s cabinet for months because of protests targeting state buildings”. 
Yingluck has withstood five months of street rallies seeking to force her from office and end the political dominance of her billionaire family. 
Thailand is bitterly divided between opponents and supporters of her elder brother, the fugitive former premier Thaksin Shinawatra. 
The billionaire tycoon-turned-politician was toppled in a coup in 2006 after clashing with the royalist establishment. 
He fled Thailand in 2008 to avoid jail for a corruption conviction and lives in Dubai. 
Political violence, often targeting protesters, has left 23 people dead and hundreds wounded in grenade attacks and shootings in recent months, although the bloodshed has abated since the rallies were scaled back at the start of March. 
The kingdom is in legislative limbo with only a caretaker government following incomplete February elections since nullified by the Constitutional Court. 
The opposition movement wants to install a temporary unelected government to oversee electoral and anti-corruption reforms before new polls are held.

Congress finding itself on fix and Vice President Rahul Gandhi cancelled his scheduled rally in Saharanpur on Saturday in the wake of party candidate Imran Masood’s arrest for his controversial remark against Narendra Modi.
“Rahul Gandhi’s rally is being postponed. The next date for it will be decided later on,” CLP leader Pradeep Mathur said. 
The decision to cancel the rally comes after Masood was arrested by police for allegedly threatening to chop BJP’s Prime Ministerial candidate Modi “into pieces”. 
A video footage of the election rally in Saharanpur, showing Masood attacking the BJP Prime Ministerial candidate, had gone viral on the web. 
The BJP also demanded strict action against Masood by the Election Commission. 
Masood arrested in Saharanpur early today on charges of hate speech
Congress Lok Sabha candidate Imran Masood was on Saturday arrested on charges of hate speech in which he threatened to “chop” Narendra Modi “into pieces”, remarks that led to an FIR being filed against him by police besides sparking an outrage. 
Masood was arrested in the wee hours, police said. 
However, he later apologised for his remarks, saying, “I should have been more cautious with my words” and that the same were said in the heat of electioneering. 
UP Inspector General of Police (Law and Order) Amrendra Sengar said an FIR has been registered against Masood at Deoband police station of Saharanpur. 
Sengar told reporters in Lucknow that the Congress nominee has been booked under section 125 (promoting enmity between classes in connection with election) of the Representation Of The People Act, and various IPC sections. 
 
 
BJP too suffered  its image as party leaders Amidst displeasure in the BJP over induction of the expelled JD(U) leader Sabir Ali on Saturday asked the BJP leadership to put his membership on hold till the charges against him are cleared. 
The Rajya Sabha MP also offered to quit politics forever if it was proved that he has any connection with terrorist Yasin Bhatkal as alleged by senior BJP leader Mukhtar Abbas Naqvi. 
“I have written a letter to Dharmendra Pradhan to keep my membership on hold. I have also asked him to form a committee in this regard and enquire into my case on the basis of these allegations. If they find these allegations true even distantly, I will quit politics forever,” Ali told reporters in New Delhi on Saturday.
Naqvi, a Muslim face and Vice President of the party, had termed Ali’s entry into BJP as a “mistake” and demanded its reversal. 
BJP spokesman Sudhanshu Trivedi had said the induction was done on the recommendation of Bihar unit of the party and “further action” in the matter will be taken after “verifying all facts and antecedents” of Ali. 


 

Congress heart beats for Reliance Industries

The attack on the Election Commission by two union Congress ministers for having deferred the government’s decision to double the prices of natural gas proves beyond doubt that the Congress heart beats for Reliance Industries and not for the people of this country.
The kind of language used by Mr Jairam Ramesh and Mr Anand Sharma in questioning the EC’s decision is a clear indication that the Congress, which is headed for a rout in the Lok Sabha elections, is not bothered about the adverse impact the doubling of gas prices will have on the lives of people, already reeling under the intolerable price rise of essential commodities due to wrong policies of the UPA government.
Mr Ramesh and Mr Sharma, who are counting their days as ministers of a government which will be remembered in history for a series of corruption scams and policies which promoted crony capitalism, have made an unsuccessful attempt to defend an indefensible decision of a desperate government on its last leg.
The use of language by these ministers that the EC is functioning like a parallel government and that it had extended its mandate, only shows that the Congress seems to have forgotten that their tenure is all but over and the people of the country are set to elect a new government in less than two months.
It appears that a string of electoral defeats in the recent past and the possibility of its worst ever performance in the Lok Sabha elections staring it in the face, the Congress seems to have decided to take a revenge on the people.      
Not only did the Congress-led UPA government take a completely unjustified decision to double the gas prices from $4.2 per unit to $ 8.4 with the sole intention of providing huge undue financial benefits to the Reliance Industries Limited     
Both Mr Ramesh and Mr Sharma need to be reminded that their government’s decision has been challenged in the Supreme Court, which is hearing the matter and despite their misinformation campaign, they have not been able to find any legal infirmity in the FIR filed against their colleague and petroleum minister M Veerappa Moily and the RIL by the Anti Corruption Branch of the Delhi government.
The Congress appears to have altered its slogans to please the big corporates like the RIL and seems ready to embrace – Congress ka Haath Ambani ke saath.
The AAP will continue its efforts to expose the unholy nexus between the Congress and the RIL, the only aim of which was to ruin the lives of the people by imposing the burden of price rise on them.

Addressing The Growth Net 2014, India’s National Security Advisor Shivshankar Menon underscores the need for a fixed doctrine to address non-traditional threats and pushes for greater cooperation between New Delhi and Beijing.
New Delhi, March 28, 2014: National Security Advisor Shivshankar Menon identified cyber issues and gender safety as India’s top security challenges, while addressing a session at The Growth Net 2014 today.
At present, nations are witnessing a changing security scenario that is complex, volatile and turbulent. On one hand, terrorism, extremism and fundamentalism have fuelled local and regional conflicts, while on the other, climate change and the advent of modern technologies are triggering destabilisation in global economies. Tackling these challenges requires concerted international cooperation and reshaping existing policies.
Reflecting on the changing dynamics of security, Menon said, “Non-traditional security threats, such as cyber issues, terrorism and extremism, and internal security are one of India’s top challenges. Internal security also includes gender and personal security issues. Also, newer technologies have brought on newer risks for States.” 
“There are three ways to look at the security threats: Hedging, which is safe low risk strategy with low gains; surfing, which is riding the waves of change; and shaping the future, which involves greatest efforts with the highest risks and highest gains. In the Indian context, hedging is no longer safe because we lack capability in shaping our own environment,” Menon added.
Pushing for greater bilateral strategic cooperation between New Delhi and Beijing, Menon asserted,“India and China should start working together on strategic and security issues as both are threatened by regional instability across their peripheries. The latest concern is emanating from Afghanistan post the withdrawal of US troops. It is logical for both India and China to get on the same board to tackle bilateral challenges. The biggest sign of hope at present is that the level of cooperation is much better than it was earlier.”
Nearly 100 speakers from 25 countries have converged at The Growth Net 2014 to discuss global economic imperatives. The key issues being raised in the meeting include global security environment, energy and water challenges; common global priorities; innovations and new technologies; education and healthcare; and foreign investment opportunities.

The movie is about the story of two small men who are on their way to make it big in the world of crime. The story revolves around a gangster Viki Kartoos (Harman Baweja) and action man Lakwa (Sunny Deol).

Actor Sunny Deol who is known for angry avtars in bollywood . Would be seen as a powerful man with a Haryanvi touch in the film. Harman Baweja  would be seen as a gangster in the movie. Though from the first promos the movie looks like any other movie of action crime genre but Sunny Deol’s ‘Haryanvi’ avatar can surely be a catch.

URGENT NEED FOR APPOINTING — “INDEPENDENT INVESTIGATIONS AUDITOR” FOR AUDIT OF INVESTIGATIONS CONDUCTED BY INVESTIGATING OFFICERS.
 
We at POLICE WATCH INDIA are pretty aware about the fact that how much toll taking is the embarrassment that the Police Chiefs & other Senior Police Officers have to bear as a result of the stricture like cognizance taken by the Judiciary (on & off record) of the I.O.s Non-Investigations, Superficial, Shoddy & Shady Investigations and the otherwise callous & inhuman approach shown by them towards their duties as assigned to them.
 
OR — IS IT THAT SENIOR POLICE OFFICERS TOO HOOT CARE ABOUT THIS HEINOUS DOWN TO EARTH REALITY BECAUSE IT DOES NOT AFFECT THEM & THEIR KITH & KIN??????? 
 
To put an end to this menace it is advised that INDEPENDENT INVESTIGATIONS AUDITORS be appointed by all Police Departments in all the States as well as at the Home Ministers Office at the Central Government level as also at the Judiciary level.
 
The Work Profile of the INDEPENDENT INVESTIGATIONS AUDITOR in brief should be as follows : -
 
To audit the Investigations conducted by Police Departments, the Vigilance Departments of the Police Departments and to review their policies and procedures with respect to Criminal Investigations.
 
To look at things such as tactics. It’s the job of the Independent Investigations Auditor to make recommendations about changes in Police Departments’ policies and procedures, as regards Criminal & other Investigations conducted by them.
 
Will be involved in reviewing the trigger happy shootings, police performance, and how their Vigilance Department investigates complaints against Police Officers/Personnel themselves. 
 
Review their investigations and databases and look carefully at the numbers. How many complaints are sustained, how many aren’t & why, what type of discipline is issued, and how often. Is it appropriate discipline? These are the types of things that will be looked into.
 
There is this huge push for change i.e. all expressing a need for change. The Central and State Governments coming in as well. The Police Chiefs who understand and are experiencing the need for change want to have change, and they would want confidence levels on the part of citizens to soar in their respective Police Departments. The huge momentum for change is there, for something special and positive.
 
Well that is going to be the goal of oversight….transparency. So that there is someone besides just those in the department looking at the investigations and looking at all of the functions on a daily basis. To review and critique the investigations and to tell the public through unbiased reports whether or not the police investigations were thorough and complete.
 
The Investigations Auditor will show the Investigating Officers how he is going to critique them, to get their input as well. It won’t be just a one-way street, as the Investigations Auditor will be letting them know how he is going to critique them by using their own rules and regulations. He will be going to go out to the scene of the crimes; from start to finish. See the evidence as it lies there. See the crime scene; hear what the initial story is about and what supposedly happened. 
 
Lastly, see the complete investigation and then be able to tell the public & others about it.
That a consent decree between the Investigations Auditor & the Police Chiefs will govern & basically outline the duties of the Investigations Auditor as well as what to do on a day-to-day basis. There will be requirements of the police department as well as requirements of the Police Chiefs office that he will have to meet. The consent decree is all about compliance and reports that show the level of compliance.
 
It all will revolve around trust. The trust that others can count on the Independent Investigations Auditor to do what has been said and does it without any bias and/or prejudice. He won’t be a talking head or in cahoots with the Police Department. People should know that he will be independent of the police department and will be hard in critiquing them. He shall be straightforward and want complete & proper investigations conducted so that guilty don’t go unpunished.
 
The police department will have to trust him in what he writes to them. The Police Chiefs & their subordinates will need to be able to trust him and say yes. Lastly, the department should be able to relate to him. The Independent Investigations Auditor should never have any problem talking with anyone at any level. The Independent Investigations Auditor shall have nothing to hide in this process, and would want the Police Chiefs to know exactly what he is doing so he can shine a brighter light on that process.
 
The maximum time within which the Independent Investigations Auditor shall give his findings shall be 3 (Three) months & there shall be no provision for extension of time for any reason whatsoever.
 
The JUDGES OF THE TRIAL COURTS & HIGHER COURTS could also obtain the services of The Independent Investigations Auditor where ever it deemed necessary by them for the purpose of fair & just deliverance of Justice to the Aggrieved.
 
The selfless work of the Independent Investigations Auditor would eventually bring glory to the Police Departments as well as restore the trust & confidence levels of the Police Chiefs & their Subordinates in the eyes of the “AAM AADMI”.
 
IT IS IMPERATIVE TO ENSURE AT ALL COSTS THAT THE “INDEPENDENT INVESTIGATIONS AUDITOR” IS NOT A PRESENT OR PAST MEMBER OF ANY POLICE FORCE OR ANY OTHER LAW ENFORCING AGENCY.
 
The “Independent Investigations Auditor” should be one who understands the psyche of police personnel, their weak & strong points, knows the fundamentals of investigations & investigation procedures & techniques, has reasonably good knowledge of all types of laws & to that extent need not necessarily be a lawyer.

GATEFORUM students shine in GATE 2014

Delhi & NCR, 29th March 2014: The results of Graduate Aptitude Test in Engineering (GATE’14) have been announced yesterday. Aditya Reddy, Director GATEFORUM said that the students of GATEFORUM have performed exceedingly well in the test. From the results obtained so far, GATEFORUM students Ankit Goyal has got All India Rank 1 in Electrical Engineering, Shubham Singh has got All India Rank 1 in Mechanical Engineering. 
From the NCR Region, Atul Mishra, from Faridabad, has secured All India Rank 16 in Instrumentation Engineering, Gaurav Malik, from Ghaziabad, has secured All India Rank 19 in Instrumentation Engineering, and Abhinav Bansal, from Delhi, has secured All India Rank 20 in Mechanical Engineering.

GATE 2014 examination was conducted for the first time in computer based mode for all the papers this year. The number of students taking the test in GATE 14 was 8,89,156 which is about 10 % lower than 9,84,855 students who appeared in GATE 13. The decrease in test takers can be attributed to a significant drop of female candidates in GATE 14. One reason for the drop is that there was no application fee for female candidates in GATE 13 while there was a fee of Rs 750 in GATE 14 for them.

Apart from admission to post graduate programs in IITs, NITs and other engineering colleges in India, GATE score is used by many Public Sector Undertakings for recruitment of fresh graduate engineers. GATE 2014 exam was conducted from 2nd February to 2nd March, 2014 over 3 weekends.

Medium mines.
He ought to have DELINKED Power Projects from Mines and Engaged
SPECIALIST MINING COMPANIES to develop mines.
As Rural Development Minister he promoted Most Lunatic PURA program in
most Corrupt manner.
He was promoting MOST LUNATIC MNREGA Programs like Ponds, Check Dams
than Cleaning of Canals, Lining of Canals and Pipe Distribution of
Irrigation Supplies.
Water Released from Dams is Purified and Cleanest – Water Supply ought
to have been sourced from Canal Water than contaminated or Brackish

million tones of Coal.
This means from 8 million sq,mt Coal Mining shall be 120 million tones
or 15 Tons per sq,mt. or Seam Thickness of 10 meters.

Existing power projects could have been operating at much higher load.
Coal is the major issue dragging down UPA and Jairam Ramesh is the
Chief Culprit.

Election Commission can’t run a parallel government, says Jairam Ramesh

Minister of Rural Development Jairam Ramesh today hit out at the
Election Commission during a Google Hangout session with Network18′s
Shirin Bhan saying the EC cannot run a parallel government.
When asked about the Election Commission’s order asking the oil
ministry to defer increase in gas prices, Ramesh said, “I don’t agree
with the Election Commission’s approach. They cannot be running a
parallel government. This decision to increase the gas prices was
taken eight months ago.”
“The EC cannot sit in judgement on executive decisions. Otherwise the
government will come to a screeching halt,” he said.
When asked why in the last couple of months the government has been
hasty with projects, Ramesh said, “When we take time and deliberate on
decisions it is policy paralysis, but when we actually take decisions
it is being hasty,” he said. Earlier during the discussion he had
reiterated the same points saying, “India is a peculiar country, you

Ramesh defended the manifesto and UPA’s performance saying, “In UPA I
we delivered 8 percent GDP growth, in UPA II it was 7.3 percent. These
rates of growth are unmatched in our history. Yet you say there is a
crisis of confidence.”
“Many of the social welfare objectives were present in 2009, but what
we are promising in 2014 is a step up. In 2009 we did not promise
right to health as we are promising in 2014,” he said.
When asked if the Congress was trying to appease minorities he said,
“The Congress is not appeasing the minorities but only protecting
them. In our country secularism means respect for all religions.
Secularism is fulfilling constitutional obligations. In our country
secularism does not mean irreligion, but respecting all religions.”
Ramesh also dismissed opinion polls saying, “We proved the prophets of
doom wrong in 2009, and we will prove them wrong this year as well.
Gujarat shining will meet the same fate as India shining.”

Reliance gas-find 40 times bigger than Bombay High
Hemangi Balse in Mumbai
Reliance Industries’ gas discovery in the Krishna-Godavari basin is expected to
change the energy supply economics in the country with the reserves estimated to
be around 40 times bigger than that of the Bombay High field, and
double the total
gas production of Oil and Natural Gas Corporation.
The Ambanis made the announcement on the gas discovery at the company’s
annual general meeting on Thursday.
Reliance’s gas reserves in its exploratory block KGDN-6, off
Vishakapatnam, are to the tune of 40-50 million cubic metres per day
and are expected to go up to 100
cubic metres of gas over a 10-year period.
Reliance’s gas reserves are expected to feed the gas-starved country
for almost a
century. The firm will have to invest more than Rs 7,000 crore (Rs 70
billion) in
extracting gas from the Krishna-Godavari basin.
Reliance is understood to already have received enquiries from several
international oil majors for a partnership but is, however, planning
to go it alone.
An industry source said: “If Reliance’s projections come true, it will
change the entire energy supply chain of the country. This will
further mean that projects to import liquefied natural gas in the
country will be hit.”
Such a scenario puts a question mark on the slew of LNG terminals
planned in India. Although most are on the drawing board, several
global firms, including Shell, British Gas, and the local Petronet
LNG, have bought land and carried out detailed feasibility studies to
import LNG.
Reliance is delineating the gas reservoir, has drilled almost three
wells, and needs
122 clearances at various levels of the government.
Though Reliance has a 10-year plan for the gas reservoir, the entire
execution and commercial production is being chalked out in such a
manner that it can commence production in two and a half years.
Reliance is the first private Indian company to have struck gas in a deep water
exploratory block in the country. It drilled a record 6,000 feet below
the sea floor in
the Krishna-Godavari basin.

The Aam Aadmi Party will expose the alliance forged by the Congress and BJP for the conspiracy of silence on important issues concerning the people of the country. These so-called two main parties appear united in diverting attention from the real concerns to frivolous issues.
Both the Congress and the BJP are running away from answers on the following key issues :
1.      What should be the price of natural gas in the country and does the Congress want it doubled and the BJP wants it to be raised four times ?
2.       Will the Congress and BJP return crores of rupees of foreign funds they have received from unknown sources and which have been declared illegal by the Delhi High Court ?
3.       Do both these parties want the people of Delhi to be denied the right of having a democratically elected state government ? Do they want fresh assembly elections in Delhi or not ?

It is shocking that these two main parties, both of whom are claiming to form the next central government are not willing to tell the people of the country whether their priority is to help a corporate house to earn huge profits by accepting its demand of fixing the price of natural gas at the rate wanted by it or do they want to spare the people from the burden of unprecedented price rise.
The relief provided by the Election Commission to the people will not last beyond next two months and the Congress and BJP are deceiving the people by not revealing whether they want the prices of transportation, fertilisers and essential commodities to be steeply hiked.
On the issue of foreign funds, the mysterious silence of the Congress and BJP folllwing the Friday’s judgment of the Delhi High Court, shows that both the parties are taking pride in having broken the law and they have no hesitation in accepting foreign funds from unknown sources.
On one hand, the BJP stands exposed for having accepted funds from even the Dow Chemicals, the company which acquired the Union Carbide Corporation, which was responsible for the 1984 Bhopal Gas Tragedy, India’s worst industrial disaster.
On the other hand, the Congress not to be left behind, has taken funds from the Indian subsidiaries of Vedanta Resources, to whom the UPA government has provided huge favours in mining and other sectors.
Serial bloggers in these parties and their leaders who are normally very active on social media seem to be scared to tell the country about who funds the Congress and the BJP and how it is spent.
Both the Congress and the BJP have been misleading the people of Delhi on the issue of imposition of President’s rule in the capital. They, however, appear to have developed selective amnesia on the issue and have forgotten that no less than the Supreme Court has asked both these parties about their stand on holding fresh assembly elections.
The BJP’s Prime Ministerial candidate Mr Narendra Modi and senior Congress leaders have been levelling wild allegations against the AAP and Arvind Kejriwal, but are running scared of facing assembly elections in Delhi.
In case, both the Congress and the BJP are confident about the public support why are they afraid to even spell out their stand on the timing of fresh assembly elections in Delhi ?

Rao was upset over the division of Andhra Pradesh for the creation of a separate state of Telangana.
With information of bigwigs on the polls. Congress President Sonia Gandhi on Wednesday filed her nomination papers from the Rae Bareli Lok Sabha seat.
Gandhi, 67, who will be seeking re-election from the seat, was accompanied by party’s Vice President and her son, Rahul Gandhi while presenting her papers before the Returning Officer.
While SP has decided not to field anyone against her and Rahul, BJP has fielded Supreme Court lawyer Ajay Aggarwal.
The AAP is yet to announce a candidate. “The people of Rae Bareli have adopted me with immense affection and I hope they will make me victorious again in the election,” she told reporters in a brief interaction after filing her nomination.
Arriving from Delhi in the morning, Sonia Gandhi was given a rapturous welcome from the Fursatganj airport to the district collectorate office.
With Rahul at the steering wheel, Gandhi was welcomed with showering of rose petals all the way. Before she filed the nomination, a havan was performed at the local Congress office in which Sonia and Rahul participated.
Old family loyalist Satish Sharma along with her lawyer was also present at the time of filing of nominations. The constituency has been a Nehru-Gandhi family bastion since the 1960s.
Indira Gandhi won it for the first time in 1967, taking over after the death of her husband Feroz, who was also an MP from here.
Gandhi is a three time MP from Rae Bareli, including once elected in a by-election in 2006, after she resigned over office of profit issue. In 2004 elections she shifted to Rae Bareli from Amethi, leaving it to her son Rahul Gandhi. In 1999, she won from Amethi and had also defeated BJP’s Shushma Swaraj from the Bellary Lok Sabha constituency.

April 3 2014, New Delhi: Dalal Street Investment Journal (DSIJ), India’s No.1 investment magazine, yesterday evening organized the PSU Awards 2013, to honor the Public Sector Undertakings (PSU) for their commendable performance. Therefore the single biggest goal before us, is to manage the human resources, nurture and motivate them. A good team is the single biggest criteria to evaluate the prospects of an enterprise. Therefore a robust HR framework that identifies retains and rewards such talent needs to be devised, if we were to maintain our competitive edge in the future. I would also like to see a higher representation of women in PSU’s across roles.

Kapil Kumar ahead by two shots on day two

Coimbatore, April 3, 2014: Delhi golfer Kapil Kumar went ahead by two shots in round two of the PGTI Players Championship at Coimbatore Golf Club. Kapil followed up his course record 65 in round one with a three-under-69 on Thursday to move his total to 10-under-134. Delhi’s Naman Dawar and Om Prakash Chouhan of Mhow occupy joint second place at eight-under-136.
  
Kapil Kumar (65-69), the overnight joint leader, who started from the 10th on Thursday, had a slow start to the day as he bogeyed the 11th. His first birdie of the day came on the 14th courtesy a 10-feet conversion. The 21-year-old then made two birdies and two bogeys over the next four holes to make the turn at even-par. Kapil had landed it within five feet for birdie on the 17th.

Kapil picked up pace on the front-nine as he converted an eight-feet birdie putt on the third and followed it up with an excellent tee shot on the fourth which left him a four-footer for birdie. He closed the day with a birdie on the par-5 ninth to end up with a three-under for the day.

“I’m quite pleased with my effort as the conditions were tough today with the wind coming into play. The wind made club-selection difficult and as a result I ended up using the wrong clubs on two occasions that led to bogeys. Nonetheless, my putting was consistent and I didn’t lose focus despite the bogeys in the first half. I was once again better in the second half of my round and pulled it back towards the end. I capitalized on the relatively shorter par-4 15th for the second day. I’m well placed at the halfway stage and would look to keep it going,” said Kapil, whose father Gast Ram is also a professional on the PGTI.

Om Prakash Chouhan and Naman Dawar shot scores of 68 for the second successive day. Chouhan chipped-in for eagle on the par-4 15th, sank two long birdie putts on the first and ninth and landed it within a few inches for birdie on the 13th. Dawar, on the other hand, picked up four straight birdies from the fourth to the seventh besides another birdie and a bogey. Naman chipped-in on the fourth, converted a 20-footer on the sixth and landed it within a couple of feet for birdie on the 13th.

The Kolkata duo of Feroz Ali Mollah and Shankar Das are in tied fourth along with Meerut’s Amardip Sinh Malik at six-under-138. Feroz’s six-under-66 was the best round of the day. It included eight birdies and a double-bogey.

Defending champion Rashid Khan of Delhi lies tied ninth at four-under-140 after his second round score of 71.

Vikrant Chopra, who shot a course record 65 to be the joint leader in round one, slipped to tied 21st after a 78 in round two. His total now reads one-under-143.

The cut was declared at three-over-147. Fifty-six professionals made the cut.

The four Coimbatore golfers in the fray, S Muthu (eight-over-152), M Rajesh Kumar (nine-over-153), Joseph Chakola (10-over-154) and Ilayaraja C (19-over-163), missed the cut.

Employment in India increased by 14 million during the two year period 2010-2012

Employment in India increased by 14 million during the two year period 2010-2012, after a period of relative jobless growth. However, structural change in employment in the economy has gathered momentum since 2004-05 榮bsp;a shift away from agriculture to non-agricultural employment, which is growing fast.
During 2000 to 2005, employment increased by 60 million, but unfortunately 22 million of it was in agriculture.  This was the opposite of what is expected with development.  Structural change in the economy means that people leave agriculture to take up non-agricultural jobs. But if agricultural employment is growing, productivity in agriculture is likely to be falling.  The increase in agricultural employment 2000-05 coincided with a period of stagnant rural wages, and one of the slowest agricultural output growth, and hence stagnant incomes.  Female employment increased substantially; however, it was mainly distress employment in the agricultural sector as subsidiary workers or unpaid family workers.
Post 2005, employment increased by only 1.1 million, primarily attributed to the absolute decline in employment in agriculture, a phenomenon observed for first time since Independence, and to some extent due to decline in manufacturing employment. The fall in employment was driven by positive long-term factors: the paper observes that with increasing education, fall in child labour, mechanization in agriculture, and increase in household income, women withdrew from the labour force which is a major contributor to employment trends. However, huge increase in employment in the construction sector acted as a pull factor absorbing labour from the agriculture sector. In the manufacturing sector, with falling demand for manufacturing exports, rising import-intensity of manufacturing output and rising wages, there had been a rise in capital intensity. Nevertheless, there was a sharp turnaround in employment during 2010 to 2012, as there was resurgence in manufacturing as well
as services employment.
As wages began rising after 2006 (with the introduction of NREGA and rising minimum support prices for cereals), first rural and then urban wages, and demand for construction labour rose, monthly per capita consumption expenditure rose rapidly.  Poverty fell, with the absolute numbers of the poor (by the Tendulkar line) falling at an unprecedented rate: 138 million persons came out of poverty between 2004-5 and 2011-12.  For the first time in IndiaⳠhistory the number of the poor fell.  Employment rise since 2009-10 is connected with this increase in consumption expenditure at the bottom of the income distribution pyramid.  Those emerging out of poverty were now consuming processed food items, new garments, textiles, furniture, leather goods, and mobiles 榮bsp;these are the sectors that have driven employment.  With rising employment will come further increases in domestic, especially rural, consumption expenditure. Despite slowing growth, non-agricultural employment
will continue to grow on account of this new underlying dynamic in the economy.
The paper closes with policy implications to sustain this positive dynamic.

Coimbatore, April 4, 2014: Noida’s Amardip Sinh Malik surged ahead on day three of the PGTI Players Championship at Coimbatore Golf Club after firing a three-under-69. Malik’s three-day total of nine-under-207 placed him one shot ahead of the rest. Delhi’s Naman Dawar posted an even-par-72 to lie second at eight-under-208.
Amardip Sinh Malik (70-68-69), in pursuit of his maiden title, climbed from overnight tied fourth to pole position thanks to a clinical 69 on Friday. Malik began with five pars and earned his first birdie of the day with a 10-feet conversion on the sixth. The 28-year-old then found the par-5 10th green in two shots to pick up another stroke. A chip-putt for birdie on the 13th took him to three-under but a misjudgment on the 14thled to his only bogey of the day. Amardip, who had ended 2013 in 19th place on the Rolex Rankings, sank another birdie on the 15th to emerge as one of the top contenders for the title.

Malik said, “My ball-striking has been good this week even though I’ve missed a number of putts. I had a terrific second-nine on day two that helped me consolidate my position on the leaderboard. We haven’t encountered the typical Coimbatore wind so far this week but nonetheless it was more windy today as compared to the last two days. I bogeyed the 14th after misjudging the direction of the wind. I’ve not had a great start to the year since I had to withdraw from two events due to a neck injury. But I’m now recovering from the injury and would like to make an impact on the season.”

Naman Dawar (68-68-72) produced a fighting 72 on Friday to end the day in second position. Dawar, who was overnight tied second, double-bogeyed the first and bogeyed the fourth to drop three strokes on the first four holes. He regained some lost ground with chip-putt birdies on the ninth and 13th. However, Naman suffered another setback when he double-bogeyed the 15th as a result of a poor tee shot. The professional from the Delhi Golf Club did well to come back once again with birdies on the last three holes.

“I hit a couple of tee shots that were totally off target today and I also topped it on the first that led to a double-bogey. However, I was able to get back into the game in the middle stages as well as at the end. The two long birdie putts on the 16th and 18thhelped me close the day in a positive frame of mind. I’ll look to cut out the errors on the final day,” said Dawar.

Chikkarangappa S of Bangalore and Kolkata’s Feroz Ali Mollah are in tied third place at seven-under-209.

Om Prakash Chouhan of Mhow, who was overnight tied second, is now in fifth place at six-under-210.

The Delhi duo of defending champion Rashid Khan and round two leader Kapil Kumar are in tied 11th spot at three-under-213. Kapil shot a 79 to slip down the leaderboard on Friday.

Chandigarh’s Sujjan Singh and Delhi golfer Vinod Kumar shot the day’s best score of 67. While Sujjan occupies tied 11th position, Vinod is in tied 15th place.

India wants a peaceful, stable Afghanistan: Task Force

New Delhi, April 04, 2014:Releasing the “Afghanistan Task Force Report: What India Can Do” jointly prepared by Ananta Aspen Centre (formerly Aspen Institute India) and the Delhi Policy Group, a prominent Indian think tank which deals with security and conflict resolution issues, Ambassador S. K. Lambah, Special Envoy of the Prime Minister of India, said on Friday: “It is a matter of satisfaction that all the important and formidable candidates in tomorrow’s Presidential elections (in Afghanistan) stand for close friendship with India.”

In view of this, India sees support to the Afghanistan National Security Forces (ANSF) as an important part of its commitment to the Afghan people, Mr.Lambah noted.He said India will continue to provide assistance in accordance with Afghan requests and priorities, and called security sector assistance an important element of the Strategic partnership Agreement between the two countries.

Mr.Lambah said, “Our vision of Afghanistan is of a stable and peaceful hub linking Centraland South Asia through a network of trade, transit and pipelines for the ultimate benefit of the countries and the people in the region.India is working with Afghanistan for its integration with the regional economy since 2002.”“I hope, therefore, that the promised development of Chahbahar Port through cooperation between India and Iran is also realized soon”Mr.Lambah added.

He observed that India had reached out to all of Afghanistan’s neighbours and other stakeholders in Afghanistan for a constructive engagement that places Afghan interests at the centre of our efforts. India’s engagement with Iran, Russia and China,besides Central Asia, had increased, the special envoy pointed out. He said India remained engaged with the U.S. and continued to seek similar cooperation with Pakistan on Afghanistan.

In preparing the Report, Task Force members have visited Afghanistan, China, Iran and Tajikistan, and its recommendations have been developed after a series of bilateral, trilateral and regional meetings in Kabul, Herat, Goa, Jaipur and New Delhi involving Afghanistan, China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, Turkey, Turkmenistan, the U.S. and Uzbekistan, as well as the EU and UN. We hope that the Task Force Report will offer value as resource material to those interested in Afghanistan and in India-Afghanistan relations.

The TF was co-chaired by Ambassador G. Parthasarathy, formerly India’s High Commissioner to Pakistan and Australia and ambassador to Myanmar, on behalf of Ananta Aspen Centre and Dr.Radha Kumar of DPG, a former Interlocutor of the GOI on Jammu and Kashmir. The others on the Task Force were LeelaK. Ponappa, VikramSood, Lt. Gen (Retd) Aditya Singh, Shahid Mahdi, and IndraniBagchi and Anand K. Sahay.The TF recommendations cover all aspects of India-Afghanistan relations, including security, economy, politics and diplomacy, with security considerations constituting the core.

The Report posits that India has good reason to be concerned about the post-2014 period as Indian security was severely threatened by factions in Afghanistan and from across the border in Pakistan sincethe late 1990s and could be threatened once again. This is an eventuality that the Indian government must seek to prevent. The Report maintains that India needs to step up its political, diplomatic, and security relations with Afghanistan, both bilaterally and multilaterally.India’s developmental assistance to Afghanistan has thus far been shaped to build infrastructure, aid capacity building and support social empowerment, all as per Afghanistan’s own requests; this must now be expanded to incorporate military cooperation, the Report seeks to underline.

It observes that India shares a common interest with Afghanistan in strengthening the bilateral strategic partnership through substantive and long-term exchanges in all sectors, including security. Mere supply of infrastructure and economic assistance without backing it with a display of the intention to protect Indian interests would be a waste of strategic effort and investment, “not to mention the Indian lives we lost there”, adds Radha Kumar. Simultaneously, India should maintain active dialogue and cooperate with all major external players in creating an environment that helps to secure peace, stability and economic and social progress in Afghanistan.

The Report notes the uncertainties that permeate the security, political and economic transitions in Afghanistan as the withdrawal of American and International Security Assistance Forces (ISAF) approaches in the course of 2014.  It points out that the security transition hinges on the ability of the Afghan National Defence and Security Forces to maintain peace and stability within the country in the face of terrorist violence by the Taliban, who continue to receive sustenance from and in Pakistan. The security threat is thus both internal and external.

The view taken in the Report is that ANDSF have the intrinsic capability to deal with the threats but are underequipped and underfinanced. They require appropriate and adequate personnel and equipment to be able to achieve their objectives of safeguarding Afghanistan’s people and territory and defending the country’s borders.

BJP and Cong both need to answer on Babri Masjid

The sting operation conducted out by the Cobrapost on the Babri Masjid demolition, whose authenticity has not been questioned by the various outfits of the Sangh Parivar so far, raises very serious questions about the role played by the top BJP and Congress leadership of that time.
The sting operation has confirmed the widespread belief that the demolition was a pre-planned conspiracy by the various affiliates of the Sangh Parivar and top BJP leadership had a direct role in the entire incident.
It also nails the Congress, whose central government led by the then Prime Minister the late PV Narasimha Rao, was not only aware about the conspiracy to demolish the Mosque, but also appears to have helped the Sangh parivar in its nefarious designs by abetting the unpardonable crime.
 It is shocking that even after more than two decades of the demolition, the trial against those who committed the crime and were a part of the conspiracy, has not been completed so far.     
One of the worst crimes committed in the country after independence, reflects very badly on the functioning of the country’s investigating agencies. After 1992, the successive Congress-led and BJP-led governments for obvious reasons have attempted to brush the whole conspiracy under the carpet.
Babri Masjid demolition is a glaring example of the BJP doublespeak. Its leaders who had a direct hand in the demolition and are facing charges in a criminal trial, have said one thing in their public statements and completely contradicted themselves in the court.
Why are the BJP leaders reluctant to accept in court what they have done and what they believe in ?
Why is the BJP running away from taking responsibility for the demolition ?
The Congress, which has always avoided answering its role in the demolition, should come out clean on the role of its central government in 1992. What does it have to say that its Prime Minister was aware of the entire controversy ?
Is the Congress satisfied with the speed at which the demolition case has been progressing ? what did the UPA government do for ensuring a speedy trial to bring the guilty to book ?
There are a lot of unanswered questions about the demolition and the Aam Aadmi Party is of the view that justice should be done and no guilty should be allowed to go scot free since this crime had shaken the basic secular foundations of the country.

Brussels police used tear gas and water cannon in clashes with protesters, as thousands gathered at a trade union rally against austerity. Violence in the area where many government offices are situated caused a lockdown at the US embassy.
Around 25,000 people, according to Brussels police spokeswoman, Ilse Van de Keere, marched against austerity and unemployment. They were faced with a heavy-handed police response.
Initially, the trade unions expected to see 40,000 demonstrators on the streets of Brussels.
Some demonstrators threw oranges and cobblestones at police. Violent clashes also took place near the US embassy.

Trade unions representatives from across the EU gathered in Brussels, following a call from the European Trade Unions Confederation (ETUC). This is the first “euromanifestation” in 2014, with the participants demanding “a new way for Europe.”
It has been reported that clashes happened between the police and dockers from Antwerp and Gent, who led the march and started throwing projectiles at police.The  unions are demanding an economic policy that involves “no austerity, but big investment aimed at steady economic growth and quality jobs,” said the ETUC press secretary, Emanuela Bonacina.
Demonstrators are urging EU citizens to vote for candidates that “will change the order of governing the EU,” during the European elections that are set to take place on May 22-25.
The ETUC is also suggesting measures to battle austerity, such as yearly investments at 2 percent of GDP over the next 10 years to stimulate new private investment.

India launches second navigation satellite IRNSS 1B

India on Friday successfully launched its second navigational satellite IRNSS 1B onboard PSLV-C24 from this spaceport.


Indian Space Research Organisation's workhorse Polar Satellite Launch Vehicle PSLV-C24 placed the IRNSS IB in precise orbit about 19 minutes after a perfect lift-off at 5.14 pm from the Satish Dhawan Space Centre in Sriharikota.

"PSLV, in its 25th successive successful flight, injected IRNSS-1B very precisely. I thank the entire ISRO team that made this major milestone for the country, thus proving again that India's PSLV has a place of pride," a beaming ISRO Chairman K Radhakrishnan announced.

The 1,432 kg satellite would form part of the Indian Regional Navigation Satellite System (IRNSS), an equivalent to Global Positioning System of the US.

The IRNSS 1B is the second of the seven navigational satellite planned by India under the Rs 1,420 crore IRNSS programme.

Nominations for 117 Lok Sabha seats spread over 11 States and Union Territory of Puducherry to close today

Today is the last day for filling of nominations for 117 Lok Sabha constituencies spread over 11 States and the lone seat in the Union Teritory of Puducherry.

The Lok Sabha seats are all 39 in Tamil Nadu, 6 each in Assam and West Bengal, 7 each in Bihar and Chhattisgarh, 19 in Maharashtara, 10 Madhya Pradesh, 12 Uttar Pradesh, 5 in Rajasthan, 4 in Jharkhand and one in Jammu and Kashmir.

Scrutiny will be held on Monday and 9th April in the last date for withdrawn of nominations in this 6th phase of Lok-Sabha elections. Polling will take place in all these constituently on 24th April.

Afghanistan goes to the polls

5042014 Afghanistan goes to the polls today to elect a new President and representatives to about 450 seats in the Provincial Council. Polling begins at 8 this morning and about 20 million voters are eligible to exercise their franchise. The eight candidates are in the fray for the President’s post.
They include two former Afghan Foreign Ministers – Abdullah Abdullah and Zalmai Rassoul, two former Finance Ministers – Ashraf Ghani Ahmadzai and Hidayat Amin Arsala, Islamist leader Abdul Rab Rassoul Sayyaf, former Governor Ghul Agha Sherza, former member of Afghan Parliament Daoud Sultanzoy and former Hizb-e-Islami leader Qutubuddin Hilal.

Afghanistan has closed down all crossing points with Pakistan to ensure smooth polling for Presidential elections. Pakistani military has deployed additional troops on the Afghan border since 20th of March to reinforce existing security arrangements.

Gazprom announces over 40% increase in price of gas exports to Ukraine

Russian energy giant Gazprom has announced a more than 40 percent increase in the price of gas exports to Ukraine, scrapping a previous discount amid mounting strains between the two countries. Gazprom chief executive Alexei Miller said in a statement today, the debt currently owed by Ukraine to Gazprom, amounts to 1.7 billion dollars.

The gas price rise by Gazprom although widely expected, is a new blow to the Ukrainian economy which needs an international rescue to stave off the risk of default. Europe currently receives about a third of its gas needs from Russia. While the current crisis has prompted new calls for a diversification of energy sources, there is little chance of this happening fast.
